UPDATES ON 2017.2.16: 

  • Map Update: Effective Immediately, as a result of a territory swap with a neighboring electric utility, TCL&P has eliminated a small section of meters requiring AMI connectivity along River Rd, just South of Grand Traverse Substation.  However, the actual numbers of meters will remain the same as we have acquired these meters within the City.  Therefore, this may or may not impact networking deployment topology for the South Leg of River Rd.  An Updated map highlighting the area in question can be found here: Updated Map 

  • Note: If you have already submitted a bid, we will work with you to update this portion if you need to make a change to network topology.

UPDATES ON 2017.1.26: 

  • As a result of the many clarifying questions and the time that it took the City and TCL&P to respond, we believe it is appropriate to extend the bid submission deadline to allow for prospective bidders to complete their bid documents.  Therefore, we are extending bid submissions by (3) Three Weeks.  The new bid submission deadline will be 2/21/2017 at 2pm EST.  Please understand that any submissions received after that date will be rejected per governmental procedures.

  • If you have already submitted a bid, you are welcome to submit another bid based on this update, and use the available time to refine your bid.  We will only open and utilize the last bid we receive prior to the new due date.  We apologize for not getting this out sooner, but many of the concerns addressed below came in the last day or two.
  • Further, many bidders have expressed concerns or indicated that they will not be bidding because of the turn-key solution preference indicated in the bid.  While the idea of a turn-key solution is preferred, a turnkey solution is NOT required.  The Electric utility and Water Utility formulated this bid as an efficiency for the City as a whole.  Potential Bidders are requested to bid on those portions of the bid specifications that they are willing to entertain.

  • TCL&P and the City will evaluate all of the different aspects of the individual bids based on their merits.  Preference will not be necessarily given to a turnkey solution bid if certain elements of that bid do not satisfy internal requirements of the utility.

  • Also Note: Individual line item requirements specified in the bid are most preferred.  We do understand that it may prove too costly or difficult to hit every single required item in each section of this bid.  Therefore, not hitting every single requirement of each sub-section of the bid is not a requirement of a bid submission.  Features or Pricing on upgradable components can be listed as a separate line item that the Utility may decide to include in the final procurement.
  • As a result of the aforementioned, various Respondents could potentially be selected to provide different services/products to accomplish AMI deployment for both the Water and Electric Utility.  

  • Therefore, we are looking at the following potential different components or separations of bids.  Respondents do not have to respondent to each component, just the ones they are willing to entertain:
    • Electric Meters
      • May list future proofing components as add-on line item that utility can add on to cost of procurement - i.e. Ethernet, Fiber, or dual communication slots, etc.
    • Electric Meter Installation
    • Water Meters
      • May list future proofing components as add-on line item that utility can add on to cost of procurement - i.e. Ethernet, Fiber, or dual communication slots, etc.
    • Water Meters Installation
    • AMI Network & Installation - (This must be the same network for Water and Electric)
      • May list future pr0ofing components as separate line items that Utility may consider in procurement: i.e. Capacitor Controls
    • Hosted Software/Hardware & Training - (Respondents can list both Hosted and On-Premise solution separately, or just one)
      • May list add-on other items that you may not want to include in final cost as a separate line item that Utility may consider in procurement: i.e. Software Modules outside of Core AMI - Meter Data Management, etc.
    • On-Premise Software/Hardware & Training - (Respondents can list both Hosted and On-Premise solution separately, or just one)
      • May list add-on items that you may not want to include in final cost as a separate line item that Utility may consider in procurement: i.e. Software Modules outside of Core AMI - Meter Data Management, etc.

  • Note: TCL&P is studying the feasible of doing a Fiber to the Premise (FTTP) project as a service offering to the community.  Although this is not required for any bids submissions, Respondent solutions that may work with or complement FTTP may be listed as well.
  • To further help clarify and changes, we will host a Q&A conference call with all potential Respondents next Wednesday at 3PM EST.  This is not a mandatory requirement.  The number will be:

    • We have received multiple questions in regards to Bonding, Insurance, etc., so we are posting our standard construction agreement.  This standard construction agreement will be negotiated with successful bidder and that bid will be the supplement to this agreement describing the scope of work, including pricing.  NOTE: bonding will NOT be waived for this size of a project and therefore, bonding costs should be included in your bid.

  • Meter Bid Consistencies: Because of some discrepancies between meter counts, Water and Electric Meter bids should be bid on the totals below, but given with a per meter price breakdown.  This way, all bids can be compared identically without Owner calculations.  Final procurement and payout for meters will be adjusted during implementation.

ORIGINAL POSTING ON 2016.12.14:

Traverse City Light & Power, a Michigan Public Power Electrical Utility, is seeking bids on a citywide Electric & Water Advanced Metering Infrastructure (AMI) Project in coordination with the City of Traverse City.  There are roughly 12,500 electric meters and 8,000 water meters. 

All bids are expected to be submitted on or before January 27th, 2017.

Interested Bidders Please Follow Steps Below:

  • Must Fill out an Interested Bidder Form by 1/2/2017
  • Note: There should be a single primary point of contact for interested bidders.
  • Instructions for a mandatory pre-bid conference call scheduled for 1/4/2017 at 2pm EST will be sent to the email address used to fill out the form.
